Action Needed Now to Preserve an Essential Lifeline During the Pandemic

Universal service is the principle that all Americans should have access to essential communications services, like phones and broadband. You may not have heard much about it, but a universal service crisis is right around the corner. Due to Federal Communications Commission inaction, nearly 800,000 people could lose phone service on December 1. On that day, changes in the FCC’s Lifeline program, which provides a modest monthly discount for communications services, mean that voice-only services like a home landline telephone and/or a cellphone will no longer be eligible for the discount.

The Emergency Broadband Benefit has thus far enrolled just 1 in 12 eligible households, but places with low broadband adoption rates show better results

Two weeks ago, the Federal Communications Commission released data on how many households have signed up for the Emergency Broadband Benefit (EBB), a program created by Congress in response to the COVID-19 pandemic. The program offers eligible households a discount of up to $50 per month on broadband service.

Focusing on Affordability

With a proposal to spend $100 billion to ensure that all Americans have affordable and reliable internet service, the Biden Administration has made closing the digital divide a huge priority. Much remains to be done to fill in the specifics of what this means, but two types of policy tools come to mind when thinking about how to address the digital divide. Top of mind is promoting competition. Fostering competition means investing in new infrastructure, thereby giving consumers more choice for very high-speed service.

States Look at the Data as They Try to Address the Digital Divide

Policymakers and other stakeholders are becoming more aware of the hazards of assuming everyone has online access. Many are interested in understanding the places where online access may be lower than the norm and the population groups that may have limited or no access to the internet. Recent work I have done sheds light on some of these issues.

Providing Free and Affordable Broadband for All in Illinois

In order to achieve the goal of universal broadband for everyone in Illinois, broadband must be available and affordable. However, home broadband service is out of reach for many low-income households in Illinois that are unable to afford subscriptions. Therefore, efforts to promote universal broadband should include programs that offer access to affordable broadband service, as well as access to low-cost digital devices and digital literacy training, which have been highlighted as necessary to promote digital inclusion and meaningful broadband adoption.

Creating Opportunity: New Jobs Require Digital Skills and Broadband

About one-third of the U.S. job market is made up of middle-skill jobs, which do not require four-year college degrees. Data indicate that the number of these jobs exceeds the supply of available workers. The skills needed for these jobs include facility with the internet and computers.

How Do We Measure Broadband?

Measuring broadband is an ongoing challenge for policymakers and, for many participants in broadband policy debates, often a source of frustration. The frustration about broadband measurement emanates from what seems knowable – at least it is about other infrastructure. We know where our roads and highways run. Today it is easy to know when they are clogged, where there are tolls, and how much those tolls cost. Electric infrastructure is essentially ubiquitous and it isn’t hard, in most places, to find out the cost of a kilowatt hour and compare prices among providers.

What Does the FCC’s Broadband Deployment Report Tell Us About the Digital Divide?

In 2012, the Federal Communications Commission released its eighth Broadband Deployment Report (the "706 report") and found that approximately 19 million Americans at the end of 2011 lacked access to high-speed internet access. The FCC concluded that "broadband is not yet being deployed in a reasonable and timely fashion." On May 29, 2019, the FCC distributed a press release summarizing findings from its revised 2019 Broadband Deployment Report and stated that at the end of 2017, 21.3 million Americans lacked access to broadband networks.
